They are governed by the Institutes of Technology Act, 1961 which has declared them as institutions of national importance and lays down their powers, duties, and framework for governance. The Institutes of Technology Act, 1961 lists twenty-three institutes. Each IIT is autonomous, linked to the others through a common council (IIT Council), which oversees their administration. he highly competitive examination in the form of IIT-JEE has led to establishment of a large number of coaching institutes throughout the country that provide intensive, and specific preparation for the IIT-JEE for substantial fees. It is argued that this favors students from specific regions and richer backgrounds. Some coaching institutes say that they have individually coached nearly 800 successful candidates year after year.
